One
What preparations should be made before acceptance of instruments and equipment?
1. After signing the instrument and equipment purchase contract, the user shall arrange or train the acceptance technicians in advance to be familiar with the technical data provided by the manufacturer;
2. The acceptance team shall make preparations for acceptance according to the requirements of purchased instruments and equipment, such as acceptance plant, power supply, water source, workbench, etc;
3. For valuable instruments and equipment, the acceptance team shall formulate acceptance plan. In case of difficulties in installation and acceptance, relevant experts and engineering technicians shall be invited to assist in installation and acceptance.
Two
Instrument acceptance requirements
1. Visual inspection:
1. Check whether the inner and outer packages of the instrument and equipment are in good condition and whether they indicate:
Instrument number, executive standard, delivery date, manufacturer, receiving unit, whether it is the original packaging of the manufacturer, whether it is unpacked, damaged, bruised, wetted, damped, deformed, etc;
2. Check whether the appearance of instruments, equipment and accessories is damaged, rusted, bruised, etc;
3. According to the contract, see whether the identification has the products of manufacturers outside the contract;
4. If the above problems are found, detailed records shall be made and photos shall be taken for record.
2. Quantity acceptance:
1. Based on the supply contract and packing list, check the specifications, models, configurations and data changes of the main engine and accessories, and check them one by one;
2. Carefully check whether the attached materials are complete, such as instrument instructions, operation procedures, maintenance manual, product inspection certificate, warranty certificate, etc;
3. Look at the trademark according to the contract, whether there are three products, branded products and non contract ordered brand products;
4. Make a record of quantity acceptance, indicating the place, time, participants, box number, product name, quantity to be received and actual quantity to be received.
3. Quality acceptance:
1. Comprehensive acceptance test shall be adopted for quality acceptance, and sampling inspection and missing inspection are not allowed;
2. The installation and test run shall be carried out in strict accordance with the provisions and procedures of the contract terms, instrument operation manual and operation manual;
3. Check whether the technical indicators and performance of the instrument meet the requirements by carefully testing various technical parameters against the instrument description;
4. According to the technical indicators of the goods and the needs of the industry, only upward deviation is allowed, not downward deviation;
5. Record the quality acceptance carefully. If there is any quality problem with the instrument, the details shall be recorded in writing. Decide whether to return, replace or require the manufacturer to send personnel for maintenance as the case may be.
Three
Instrument acceptance procedure
1. After the arrival of the instrument and equipment, the delivery company and the manufacturer's representative shall conduct visual inspection and quantity acceptance. Instruments and equipment with problems shall not be distributed;
2. After being assigned by the distribution company, the quantity acceptance and appearance inspection shall be carried out on the spot. And issue the receipt of goods. If the quantity is inconsistent, unpacked, damaged, bruised, wetted, damped, deformed, etc., it shall not be accepted;
3. The acceptance team shall open the box for acceptance according to the batch, and fill in the instrument and equipment acceptance form in detail;
4. After the acceptance of instruments and equipment is qualified, the project unit shall, within the specified acceptance period, handle the fixed assets registration and entry formalities with the instrument and equipment acceptance form and put them on the shelves in time;
5. The unqualified instruments and equipment must be submitted to the supplier in written form within the specified acceptance period with the instrument and equipment acceptance form. The response shall be made within one week and the qualified products shall be replaced within 15 days.

Problems in the acceptance of instruments and equipment
1. The change of purchasing mode makes the acceptance of instruments and equipment more difficult
① The comprehensive involvement of government procurement makes the procurement work step into a new track. Compared with the old self procurement, government procurement is more open, fair and just, procurement procedures are more standardized, and procurement results are more authoritative. Government procurement usually adopts the operation mode of large batch and bundling to reduce the procurement cost, but such operation mode will increase the intermediate link of procurement and increase the workload of department communication in instrument and equipment acceptance.
② The improvement of supplier qualification threshold sometimes results in the situation of cross regional or even cross provincial supply. The widening of distance brings the difficulty of communication between universities and suppliers, which also increases the difficulty of acceptance work.
2. Post configuration has certain influence on the acceptance of instruments and equipment
The post allocation of laboratory and equipment management office is different;
Sufficient departments have been set up under the laboratory and equipment department to manage the acceptance of instruments and equipment, and special personnel are assigned to take charge of the work;
But most of them are not enough, even some colleges and universities do not set up the Department of laboratory and equipment management, and the relevant work responsibilities are undertaken by the departments under the academic affairs office;
The shortage of personnel will increase the difficulty of schedule arrangement of instrument and equipment acceptance, and also reduce the quality of acceptance work.

Improved instrument acceptance
1. In terms of staffing:
The laboratory is equipped with professional personnel. If there are no professional personnel, we should read more materials, raise problems in our work, and purchase instruments to solve the problems
2. Acceptance means:
It's a good way to try the instrument. Coordinate with the supplier for a trial period, and solve the problems in time.
3. Optimize procurement:
